Information and Eligibility Requirements for the EZ

Individual Training Program

It is the intention of the Heart of Knoxville Career and Resource Center with the funding of the City of Knoxville and the U.S. Department of Housing and Urban Development to allow the Customer to take a “proactive” role in choosing training services to meet their employment needs. The Career and Resource Center has established procedures for training payments, training time limitations, and total amounts of the Voucher Program. If authorized for the Voucher Program the Customer must adhere to the policies set forth or funding for training will cease and the customer will not receive additional assistance to complete their training. Continued funding is dependent on adherence to guidelines and availability of funds.

To determine eligibility for training services under the Heart of Knoxville Career and Resource Center a Customer must meet the following requirements:

    1. Registered customer of the Career Center and a documented resident of the Empowerment Zone
    2. Be able to provide documented proof of all required Customer demographic data and information (i.e. income level, family size, head of household, and disability status).
    3. Complete required pre-training packet and activities at least two weeks prior to start of class.
    4. Successfully complete individual assessment and career development plan within 30 days after the career plan of action has been discussed with Career Specialist.
    5. Demonstrate need for additional job training to enhance current work skills and abilities, with the possibility of attaining sustainable employment or enhancing current employment status.
    6. Selected training program must be completed within a period of two (2) years or less.
    7. Select a training program from the pre-approved training providers list (Tennessee State Training Providers and HOKCC Approved Listing).
    8. Provide proof of required basic skills and qualifications needed to complete the approved training program as documented by the customer’s Career Development Plan.

Once all the requirements above had been met the customer may be recommended for a voucher.

If customer has other basic life needs that preclude them from being successful in their training goals, referrals will be made to other resources for assistance, as a condition of approval for training funds. This is to ensure the best possibility for customer success and leading to self-sufficiency.

Failure or Non-Completion of Training Program:

Customers will be allowed two (2) attempts to complete a training class or three (3) attempts to successfully pass a test before suspension of additional training funds. This suspension will be permanent unless documented proof of:

Satisfactory completion of basic skills, remedial (developmental) courses or program prerequisites to training program.

Resolution of other factors/barriers contributing to non-completion or failure (basic needs, childcare, transportation, etc.)

Withdrawal from more than one (1) course per semester/quarter and/or reduction of enrollment status to less than full-time without prior approval could result in permanent suspension of additional training funds.
